What happens to a stylesheet before esbuild bundles it, in the order Vite does it: Sass or Less by extension, then Tailwind (when the file uses it), then the project's PostCSS config. esbuild does the rest (inlining @import, scoping CSS modules, url() assets, lowering, minifying), both in the dev server and in production builds, so the two agree.
